User Violation Handling Principles
 

1. If inspections reveal that the conditions of animal housing pose risks to public safety or environmental hygiene, and the user fails to make improvements after being advised, a first violation will result in a warning requiring correction. A second violation will be reported to the Institutional Animal Care and Use Committee (IACUC) for disciplinary action. In severe cases, the IACUC may order the suspension of animal housing privileges.
    

2. Users who fail to comply with relevant regulations or violate the Animal Protection Act or other applicable laws shall bear legal responsibility. Any fines imposed shall be borne solely by the violator.
